Can Foreigners Get a Mortgage in Norway?

Yes. Foreign nationals with a valid residence permit (oppholdstillatelse) and documented Norwegian income can apply for a boliglån. EU/EEA citizens with the right of residence do not need a permit but must register with the Norwegian tax authorities (Skatteetaten) to obtain a D-number.

Most banks require at least 12 months of verifiable employment history in Norway. Some lenders are more flexible for applicants from countries with strong credit bureau integration.

Eligibility Questions

What documents do I need for a Norwegian mortgage?
Typically: valid ID and D-number or personnummer, last 3 months payslips, employment contract, most recent tax return (skattemelding), proof of down payment savings, and an e-takst property valuation. The bank may request additional documents depending on your situation.
Can I get a Norwegian mortgage without a permanent job?
It is more difficult. Norwegian banks strongly prefer permanent employment (fast ansettelse). Self-employed applicants need at least 2–3 years of documented income via tax returns. Temporary contracts (vikariat) are assessed case by case and often result in lower approved amounts or outright rejection.
How does the debt-to-income limit work in practice?
The 5× limit applies to your total debt across all lenders, not just the new mortgage. If you earn NOK 800,000 gross per year, your total debt — including student loans, car financing and credit card balances — cannot exceed NOK 4,000,000. The bank will check this against your tax return and existing loan agreements.
What is a D-number and why do I need one?
A D-number is a temporary personal identification number issued by Skatteetaten (Norwegian Tax Administration) to foreign nationals who need to interact with Norwegian authorities or financial institutions but are not yet permanent residents. You need it to open a bank account, access BankID and apply for a mortgage.
